World Values Survey's focus is more related to societal development, spreading of democracy and other big ideas that can influence international cooperation and communication.

The WVS' culture model looks at two parameters.

The first is a continuum where countries are measured on how Traditional vs. Secular-Rational values are held in esteem. Questions related to this parameter ask a.o. if one's base of morality is absolute, defined by an external deity, or if context and circumstances influence what is morally correct in a given situation.
